Position Description:
We currently seek a dedicated individual who will be responsible for ensuring regulatory compliance and implementing and maintaining environmental management systems and programs at the Covanta Delaware Valley facility in Chester, Pennsylvania, as well as, Covanta's Camden facility located nearby in Camden, NJ. This position can be based at either location. The incumbent will be responsible for ensuring regulatory compliance and meeting required regulatory submittal deadlines at both the Delaware Valley and Camden EfW plants. Responsibilities include the review and analysis of continuous emission monitoring systems data; NJ, PA and USEPA agency report preparation and submittals; environmental permitting support; tracking of regulatory updates (both PA and NJ); coordinating with the Regional Environmental Managers for both the NJ and Mid Atlantic Regions; and providing assistance with maintenance of key environmental records and documents at both plants. This position involves activities such as:
performing environmental compliance assessments, completing plant walkdowns and inspections, documenting compliance status, making recommendations to help achieve compliance, and providing and/or facilitating training on compliance management requirements, as needed. The individual will coordinate their responsibilities with the respective Facility Managers, Regional Environmental Manager, and Regional Operations VP for both the NJ and Mid Atlantic regions. This position involves activities such as:
performing environmental compliance assessments, documenting compliance status, making recommendations on corrective actions required to achieve compliance, training on compliance management requirements and client interactions. The successful candidate should have a minimum of Bachelor of Science in science (biology, chemistry, environmental science) or engineering (environmental, chemical, mechanical, etc.) or equivalent field and at 5 years of experience in the environmental permitting/compliance field or equivalent experience in similar operations; preferably in air quality compliance. 7 years of directly relevant experience will be considered in lieu of degree. Minimum of 5 years of experience as an environmental professional responsible for compliance at municipal solid waste management facilities or other equivalent industrial or utility operations. Specific areas of compliance experience include air (including air toxics, greenhouse gases, boiler MACT), stack testing, continuous emission monitoring, solid waste, storm-water, water, noise, odor, radiation, and other disciplines. Demonstrated experience developing permit applications and/or negotiating permit conditions for new permits and/or modification of permits required with a focus on Title V air operating permits for major sources. Demonstrated experience dealing with federal and state agencies (NJDEP, PADEP, and other state agencies) is an advantage. Desired:
Ten (10) years of progressively responsible experience. Specific knowledge and experience with Title V permits and reports, management of air emission test programs and associated reports, greenhouse gas regulations and reporting, municipal solid waste and biomass facility permits, ash RCRA sampling and characterization testing and reports and application of continuous emission data to permit conditions. Proven capability in communicating with diverse levels of regulatory personnel in different disciplines including air, solid waste, water, and others as required. Proven capability in communicating corporate messages to community groups and local officials. Knowledge, Skills, and Abilities:
Time management skills are essential to provide effective oversight of two energy from waste facilities, one in New Jersey and one in Pennsylvania and other assets on an as-needed basis. Detailed knowledge of environmental regulatory programs (e.g. RCRA, Clean Air Act, Air Toxic, GHG, Boiler MACT, etc.). Ability to mentor and provide technical support to facility environmental specialists. Proven written and public speaking skills with complex and diverse technical subjects. The individual must have strong written and oral communication skills, an ability to work cooperatively within the regulatory framework, and strong computer skills including proficiency with MS Office applications.
Salary Range:
$80K -- $100K
Minimum Qualification
